Cocke Finkelstein, Inc. and CF Property Management LLC recently chose to contract with Water-Smart and "Tom the Toilet Man" and Stephanie Stallings on a retrofit of all commodes, showerheads, and sink aerators within 670 residential apartment units. We had recently put two apartment communities in College Park, Georgia under management for our Investors. After meeting with Tom, and with much discussion, we decided to replace the existing 5 gpftoilets with Water-Smart's High Technology STEALTH 0.80 gpftoilet, and the Earth 1.5 gpm showerhead and sink aerators in every unit.
Our reasons for choosing the High Technology STEALTH commode were two-fold. First, metropolitan Atlanta has some of the highest water and sewer rates in the USA, and significant rate increases are anticipated in the future. Because most Atlanta apartment communities are not individually metered, it is very difficult to immediately pass on all increasing water/sewer costs to the Residents. Economically, we needed to keep utility costs as low as possible to maximize Return on Investment to our Clients.
Second, Cocke Finkelstein and CF Property Management have a corporate policy to be good stewards towards "Mother Earth". Recent drought conditions in our Region have brought to the forefront our understanding that water is a scarce resource, and that it is every person and company's responsibility to use these resources wisely.
Water-Smart and Tom lived up to their reputation. All work was completed professionally and on time, we had virtually no Resident complaints regarding disruption or courtesy issues, and the extra service provided to us at no additional cost by his workmen repairing minor leaks or notifying us of potentially serious or expensive plumbing issues took this project beyond our expectations.
To date, we are showing water usage reduction at Southern Lakes Apartments of 69.7% and 76.2% reduction at Southern Heights. This reflects cost-savings that are significantly greater than we had anticipated, and we now project a return on investment for this retrofit of 100% in the first year. No equipment failures have occurred so far, and Resident satisfaction remains high.

We are an apartment management company in Atlanta, Georgia, where water has become a real issue due to recent drought conditions, watering restrictions, ever increasing water rates, as well as legal issues concerning the rights to consume water from Lake Lanier, a local reservoir.
In July of 2010, we contracted with Water Smart, "Tom the Toilet Man" and Stephanie Stallings to install water saving commodes, aerators, and shower heads. In addition to the installation of the new fixtures they also made a minimal amount of minor repairs on dripping faucets in sinks and tubs using Water Smart's leak repair program.
When f irst meeting with Water Smart, we were discussing the use of a 1.6 gallon per flush fixture to replace the 3 plus gallon per flush fixtures currently in use. However, there was new technology available from Niagra, called the Stealth that used .80 gallon per flush. Even though this technology had not been used in a Multi - Family setting, we researched it, tested it, and were impressed with the performance. We chose to implement the water saving program using the Stealth .80 gal per flush fixture and are very pleased with the results. There has been no increase in the amount of maintenance issues, and the reduction in consumption has been an astounding 62.1% monthly, making the return on investment less than 12 months.
We have successfully increased the value of our asset, while bei:1g good stewards of our natural resources, and would recommend the Stealth Toilet and Water Smart to anyone considering reducing their water consumption expense.

I wanted to take the time to share with you the success of the water conservation program Water-Smart implemented for one of my clients in July of last year. As you may recall, the daily water consumption at this community was averaging 327 gallons/unit/day. In addition, the sewer rates are tied to the water consumption from December - February, thus any reduction in usage affects both the water and sewer cost.
Since the implementation, the property has experienced a 44.6% reduction in water usage, which equates to an annual savings of $21,396 or $243/unit ($17,248 or $196/unit for water; $4,107 or $47/unit for sewer).
The 44.6% reduction in consumption for this community accounts for a reduction in usage of 2,566,800 ga llons of water annually or 80 gallons/unit/day, a significant amount. The payback period was nine months and the reduction directly resulted in an increase in NOI which effectively increased the value of the community by $329,172 or $3,741/unit (assumes 6.5% cap rate).
The installation team was resident service oriented, quick and very efficient. The on-site team did not receive one resident complaint during the installation program.

With the funds provided by a successful commercial law practice I began investing in the Tulsa Multifamily real estate market in the late 80s. By the early 90s I accelerated my investments, formed Apartment Services Company ("ASC"), and reduced my law practice to focus on real estate development and management.
Primary investments were distressed properties with significant deferred maintenance
that could be converted into high efficiency, low maintenance units. Typical improvements
included new roofs, new thermal pane windows, new exterior paint and/or siding, new high
efficiency heat & air, separate electric metering, resurfacing parking lots, extensive carpentry
repairs, extensive landscaping and sprinkler systems, construction and design of playgrounds,
total remodels inside with substantial replacement of fixtures, tile, carpet, countertops and
appliances.
In all I have been directly involved in the renovation of 10 apartment complexes in the Tulsa Metropolitan Area.
About this time last year I made arrangements with Tom Stallings, AKA "Tom the Toilet Man" of Water Smart, Inc. to replace over 900 toilets at 5 different locations, along with water saver showerheads and faucet aerators. Water Smart came with their crew and quickly and professionally got the job done. They were easy to work with and diligent in doing the job right. We have just completed our analysis of the savings and it would be fair to say that we achieved a 32% to 34% reduction in water usage. Some buildings had a higher percentage and some were lower.
The group I am involved with is actively pursuing further property acquisitions at this time. If a property we acquire has the old 3 to 5 gallon type toilets, our plan is to replace them and the showerheads and faucet aerators, with the ones from the Water Smart water reduction program. I have also had my own crew change out the toilets, showerheads and aerators, in over 80 additional units, with the ones from Water Smart.

I first met Tom and Stephanie Stallings with Water Smart in 2001 at a conference in Nashville. Tom is known in the apartment world as "Tom, the Toilet Man." Tom was very excited about his products and was eager to sell them. He explained about how by changing out toilets, aerators and showerheads, that we could save a significant amount of money on our water bill.
Of course, I was very skeptical about it and politely declined. Tom was very persistent and called me many times over the next couple of years. Tom eventually met Bob Bevill, the owner and finally convinced Bob and myself that this might be worth our while.
So, in February of 2005, Tom came with his crew to our community to replace all toilets, showerheads and aerators in all units. They installed 309 flapperless toilets and supply lines, 306 showerheads, 306 bathroom aerators and 152 kitchen aerators. We have had a significant decrease in our utility bills since this work was completed and have had no issues with any of the items that were installed. We saw a 63% decrease in water usage the first month. We just couldn't believe the difference.
We are very pleased with the work that Water Smart did for our community. Tom and his crew were very efficient, thorough and worked very quickly. We would highly recommend for anyone to use Tom and the Water Smart Company. It's difficult to get excited about toilets but if you would like to save a considerable amount of money each month, it's worth getting excited about. As a reminder, for any complexes with high water and sewer bills and/or consumption, Tom Stallings of Water Smart would welcome the opportunity to perform a water audit at your complex. Tom would inspect the complex and measure the water consumption for the toilets, showerheads, and bathroom and kitchen sink aerators. After obtaining this information, he would then be able to provide you with a quote detailing how much water and sewer savings his equipment should be able to achieve and how many dollars this equates to.
SPM has already used Water Smart's services at over ten of SPM's properties. The payback has generally been under two years, but this depends on the consumption of the current water fixtures and the local water and sewer rates. In general, I would say that most complexes have achieved an approximate 25% to 30% overall consumption decrease after Water Smart's equipment was installed.
If you would like to get a rough idea as to whether Water Smart would be a benefit to your complex, you can do the following. Water Smart charges around $169.00 per bathroom to retrofit. Multiply $169.00 times the total number of bathrooms for the complex in question. This would be your approximate total cost. Next, add up the total water and sewer bills for the complex for the past 12 months. After you get this total, multiply the total annual water and sewer amount by 25%. On a conservative basis, this is the approximate amount of the water and sewer savings the complex should receive within a one year period following the Water Smart retrofit. Comparing the total cost of the retrofit versus the one year anticipated savings should provide you the necessary payback information you might need.

Over the past three years, Water Smart has replaced the toilets, shower heads and aerators with the Niagara flapper-less toilet and various flow reduction devices on 100% of the apartments in our Atlanta portfolio.
1) The results have been everything that was projected, and more, with savings that were immediate and continue today;
2) The installation crews were fast and efficient, completing the job quickly with no resident disruption or controversy. Tom is very responsive with any follow-up service needs or issues that arise;

It is very seldom that I will give an endorsement of any particular product, this due to the fact that they rarely perform as advertised. However, I must commend you on your Niagara Flapperless Toilets. They not only meet expectations but exceed them.
Working together with Mr. Bill Cutler and Mr. Tom Stallings (a.k.a. "Tom the Toilet Man") of WaterSmart, Niagara's area distributor, I was able to retrofit 525 rooms in three separate hotels in a timely and cost-efficient manner. The results have been exemplary. The units work so well that you would actually have to put forth effort to stop them up. I have yet to meet a guest who was not somewhat embarrassed by having to call an engineer or maintenance person to unclog his or her toilet in the morning (or any other time of day for that matter).
These units also deliver a precise 1.6 gallon flush and are literally maintenance free therefore water usage and man-hours are significantly reduced as a direct result.
All in all, they are extremely well designed pieces of equipment and installing them in my three buildings has proved to be one of the best choices I have made for my guests, staff and fellow employees.

We will make every effort to provide timely and accurate readings on all of your meters. I cannot guarantee an actual reading on all meters over the next twelve months. There are circumstances beyond our control that necessitate estimating consumptions. A case in point; of the eight meters, we had to estimate three of them for the most current billing.
That notwithstanding, we will make every effort to obtain an actual reading and where applicable make an adjustment on estimated bills.
An adjustment in the amount of $10,242.40 will be applied to the 271 Wilkins Lane, S.W. address. This adjustment is to correct over estimations on the April, May, and June 2003 billings.
Enclosed is the corrected bill for the 291 Scott Street, S.W. address. This bill corrects the over-estimation on the most current bill.
The meter for 290 Scott Street, S.W. address has been estimated for the last three months. I regret to inform you that, due to a required meter change, this account might require estimates for one or two more billings.
The usage at 291 Scott Street, S.W. has decreased considerably. If this is representative of your water conservation efforts, you should obtain a patent on this model and market it to the industry. The usage has dropped to 6 ccf per unit/per month from 17 ccf. I used this as a basis to adjust the last three bills for 290 Scott Street, S.W.
Consequently, the last three billings will reflect an estimated usage of 102 ccf per month, 17 units times 6 ccf equals 102.
Enclosed is a corrected bill for March 27, 2003 through June 27, 2003. Once the meter has been changed and a new average established (2-4 months), the account will be reviewed for further adjustments.

In 2001 a commitment was made to invest in new, replacement, flapper-less toilets, control flow shower heads and aerators on over 1,100 units in Atlanta and Miami. This required a substantial investment from both reserve accounts and scarce capital resources. There was no doubt that replacing a 5 gallon toilet with a 1.6 gallon toilet would result in savings. The same was true about replacing showerheads and aerators.
Those results have now been confirmed with monthly savings that range from 40 - 50% on each property. The improvement in cash flow was both immediate and dramatic.
Your customers need to know two, additional, critical facts about the Water Smart products: 1) The toilet and fixture installation was the smoothest unit-by-unit contract service that has been experienced. Your installation team performed quickly and professionally with no resident conflicts or complaints of any type. The leak repair and flange replacement program proved to be a terrific decision. I understand that you are speaking with Tom Stallings of Water-Smart about the possibility of installing his company's water conservation plumbing devices in several of American Apartment Management Company's properties. As you may know, Water-Smart has already installed the same devices in approximately 10 of SPM's apartment communities, totaling about 1,800 bathrooms. I have personally been involved with all phases of the retrofit, including the initial water consumption analysis, contract preparation, installation, and water consumption monitoring following the installation.
Based on SPM's experience, the water consumption savings for the complexes generally range from 30% to 40%. This potentially leads to a quick payback of within one to two years depending on the complex's water and sewer rates. The potential savings for any complex is easy to calculate using Water-Smart's detailed analysis.
As for the water conservation devices themselves, we have had good experiences with their performance. The kitchen and bathroom sink aerators and showerheads have been very well received by our residents. As for the Niagara flapperless toilets, we have had no problems with either the installation or performance of the toilets. The toilets work well with single flushes and we anticipate fewer future water leaks given the flapperless feature of the toilet. Also, our maintenance personnel anticipate less problems with these toilets from a mechanical standpoint.
I know that Tom pushes hard in marketing Water-Smart's services, but I know this is because Tom is passionate about his products. The entire water conservation program is pretty simplistic in nature, and I have been most impressed with Water-Smart's job performance in all aspects. I think you would be equally satisfied. Dear Tom:
I just wanted to update you on how the flapperless toilets you provided and installed in our latest project, Walker Avenue Club, are being received by management staff and tenants. I'm pleased to report both are very humorously ecstatic! Office staff reports they repeated get unsolicited comments from tenants regarding how well the toilets in their units flushes. It's become staff's standard lines that 'we have the best toilets in the area' and 'you won't have any toilet problems here'! Maintenance also reports the durability and the performance. They especially like not having to deal with clogs (understandable) and over torqued flushing handles that cause the toilet to run.
These comments are of no surprise to me! As you know I installed them in my home when I remodeled my bathrooms and I've personally experienced the same results. Hope all is well and I'll be in contact when I commence bidding on my next project.
